There is a difference between a concentration camp and a death camp. Death camps were strictly for the mass murder of Jews and others unwanted. Concentration camps had a different purpose. They could be used as POW camps, work camps, punishment camps, etc. Though many people died in the concentration camps, they were not expressly for the extermination of people.
